Viktória Pálóczi-Horváth

• Co-chair of the Cultural Affairs Committee (CAC) during the Hungarian Presidency of the Council of the European Union (2nd semester of 2024).
• Actively participated in the preparation and implementation of the Presidency's programme in the field of cultural policy, established the agendas of the CAC meetings.
• Highly contributed to the drawing and finalisation of the Council Conclusions on improving and fostering access to culture as well as to the success of the expert conference organised in Budapest in the same topic (18-20 September 2024).
• Coordinated the work with the Hungarian Ministry of Culture and Innovation and in cultural heritage and architectural policy matters with the Ministry of Construction and Transport.
• Established strong diplomatic and cordial personal relationships with partners from the Member States, the European Commission, the European External Action Service and international professional organisations.

• International adviser at the Cabinet of the State Secretary for Culture and after then at the Deputy State Secretariat for Cultural Diplomacy.
• Coordinated the international tasks of the State Secretariat for Culture.
• Fulfilled the tasks related to multilateral cooperation (EU, Council of Europe, UNESCO) and to certain bilateral relations.
• Participated in the preparation of the Hungarian EU Presidency in 2024.

• Fulfilled the international tasks at the Secretariat of the Government Commissioner for the European Capital of Culture (ECoC) Veszprém-Balaton 2023 (VEB2023).
• Cooperated with the VEB2023 team in the development and implementation of their international strategy.
• Maintained contacts with the European Commission and other EU institutions, as well as with the Permanent Representation of Hungary to the EU in Brussels.
• Supported and organised the foreign and domestic appearances of the VEB2023 ECoC (e.g. Hungarian Presidency of the Committee of Ministers of the Council of Europe 2021; Hungarian Presidency of the Visegrad Four countries 2021-2022; Brussels appearances).
• Cooperated with the University of Pannonia on international issues.
• Secretary of the European Capital of Culture 2023 Inter-ministerial Committee.

• Leader of the Unit in charge of culture, education, sports and youth EU and other multilateral affairs (Council of Europe, OECD, UN).
• Participated and coordinated the work related to the European decision making process and formulating the Hungarian positions to be represented in the Council of the European Union and its relevant Committees.
• Supervised the implementation of certain EU programmes (Erasmus+, Creative Europe, Europe for Citizens, European Solidarity Corps).
• Coordinated Hungary's participation in OMC working groups.
• Cooperated with the relevant ministries and institutions concerning cultural heritage and audiovisual issues.
• Member of the supervisory board of the Hungarian Creative Europe Desk.
• Leader of the Hungarian inter-ministerial EU coordination expert group for culture.
• Representative of Hungary in the Cultural Affairs Committee of the Council.

• Coordinated the activities of the Hungarian EU Presidency in 2011 in the field of culture: vice-chair of the Cultural Affairs Committee; organisation of the Presidency's professional events (conferences, informal meeting of ministers); negotiations and drafting of EU documents (Decision establishing a European Union action for the European Heritage Label; Council conclusions on the contribution of culture to the implementation of the Europe 2020 strategy; Council conclusions on mobility information services for artists and for culture professionals).
• Leader of the Hungarian inter-ministerial EU coordination expert group for culture.
• Ensured the supervision of the implementation of the EU's Culture programme.
• Coordinated Hungary's participation in OMC working groups.

• Started my work in 1995 in the Ministry of Culture and Public education as desk officer in charge of European cultural and audiovisual affairs (EU, CoE).
• Organised the 8th conference of CoE cultural ministers held in Budapest in October 1996 (themes: European film production and distribution, protection of audiovisual heritage, young people and the cinema).
• Coordinated the Hungarian participation in cultural Community Programmes (Ariane, Raphael, Kaleidoscope).
• Between 1998-2006, I worked for the Ministry of National Cultural Heritage (legal successor of the previous ministry) as Counsellor in charge of EU affairs. I was promoted Honorary Chief Counsellor in 2006.
• Between 1998-2004, I participated in the accession negotiations (acquis screening) and in the preparatory work of Hungary's accession to the EU in the field of culture and audiovisual policy.
• Decorated with the Knight Cross of the Order of the Hungarian Republic (May 2004) in recognition of the governmental work accomplished for the preparation of Hungary’s accession to the European Union and its functioning as a Member State.
• In the Ministry of Education and Culture set up in 2006, I was appointed Head of Unit in 2009 in charge of multilateral cultural affairs, participated in the preparatory work of the 2011 Hungarian EU Presidency and coordinated the related tasks in the field of cultural policy.
• Ensured the supervision of the national implementation of the EU Culture programme and Culture 2000 programme, established the Hungarian coordination desks (Culture Point, MEDIA Desk).
• Memberships:

- Representative of Hungary in the Steering Committee on Media and New Communication Services (CDMC) of the Council of Europe

- Representative of Hungary in the Culture Committee called later Steering Committee for Culture (CDCULT) of the Council of Europe

- Representative of Hungary in the Management Committee of the EU Culture programme and Culture 2000 programme.

- Member of the Administration Council of the European Cultural Centre of Delphi representing the Council of Europe (2003-2005)

• Participated in the work of the Cultural Heritage Unit responsible for the Raphael programme in order to get acquainted with the internal procedures of the European Commission.

• Organised cultural events and conferences in the premises of the Hungarian Culture Foundation (1993).
• Free lance tour guide in Hungary, interpreter and translator, private teacher of French and Portuguese languages (1989-1993).
