Jérémie Zeitoun

• Formulate strategic messages of the government of Luxembourg on EU energy policy (Green Deal, internal market, security of supply), reporting directly to the energy minister;
• Represent the government of Luxembourg in the Energy Working Party of the EU Council and implement negotiation strategies with other Member States on EU legislation ;
• Reaching out to the European Commission, MEPs and to various stakeholders in Brussels to build compromise;
• Prepare and draft ministerial statements and written contributions ahead of meetings of the Council of Ministers and other public appearance of the minister (i.e conferences, press events); briefings and notes for the Prime Minister ahead of European Council meetings;
• Represent the government of Luxembourg in several international organisations such as the International Energy Agency (Governing Board) and its technical bodies (Energy Efficiency Working Party, Energy Efficiency Hub).

• Negotiate the Clean Energy Package in the office of the rapporteur (Governance of the Energy Union) and shadow rapporteur (Renewable Energy Directive, Electricity Regulation and Directive) and on other files in the remit of the ITRE committee (Connecting Europe Facility, InvestEU programme): drafting amendments and compromise amendments, building coalitions, leading technical shadow meetings and technical trilogues;
• Perform trategic planning for the promotion of green positions in the area of energy; study visits to Member States and participation to energy Council meetings with access at ministerial and Commissioner level;
• Promote green positions towards Commission and Council officials, coordination with key progressive stakeholders (NGOs, industry, local public authorities), press relations with relevant energy journalists in Brussels;
• Contributing author of a book on the energy transition, publication of about 20 policy papers, briefings, notes and memos to shape public debate in Brussels around the green narrative.
  

Personal development and working experience in the Western Balkans

• Monitoring political developments in Western Balkans, especially the normalisation process between Serbia and Kosovo, contribution to the EU Kosovo Progress Report on behalf of civil society;

• Carrying full responsibility on up to four projects with a multi-ethnic dimension, including financial matters, staffing, media relation, monitoring, reporting and relations with the donors, supervising four core staff and up to 20 temporary staff;

• Conducting capacity-building training sessions for municipal officials and providing technical assistance on local policies.

• Member of the Research Coordination Section in charge of identifying research and development priorities in the field of energy, formulating annual FP7 Work Programmes, supervising the publication of calls for proposals, the evaluation of proposals submitted, and the negotiation process with selected projects;

• Representing the DG in inter-service groups, negotiating with Member States representatives in Programme Committees;

• Contributing to political and technical negotiations on the energy-related content of the R&D programme Horizon 2020.

• Assisting in the preparation and exercise of the French Presidency in the Atomic Questions and the Joint Research and Atomic Questions Working Parties of the Council (nuclear energy, R&D, international relations);

• Assisting the Counsellor in negotiating with other Members States' delegations to reach compromise on draft EU legislation (notably the nuclear safety directive), inter-institutional relations with the Commission and the Parliament;

• Monitoring EU developments in the field of energy, environment and climate change.
