The Federal Public Service Finance (SPF Finance) is the Belgian federal administration in charge of tax collection, revenue management, and fiscal control. It plays a central role in funding public services and implementing the country’s fiscal policies.


The AGPR (General Administration of Collection and Recovery) is a branch of SPF Finance responsible for tax and non-tax revenue collection as well as the recovery of debts and penalties.


  • Technical ownership of perception & collection flows beyond VAT.
  • Contribution to migration from monolith to microservices (strangler pattern, anti-corruption layer).
  • Designed and analyzed critical flows:
    Dossier creation in MS-Dossier initiated from legacy (synchronous API + retry handling).
    Processing of command messages via Artemis queues, combining business and technical validations.
    Payment allocation from General Waiting Register (commands, retries, DLQ, reply).
  • Defined retry policies, DLQ management, and reply mechanisms.
